Ghana's New VAT Rules for Service Businesses: What Changed in 2025

For years, small service businesses in Ghana could stay below the VAT registration threshold and skip VAT entirely. The 2025 changes under Act 1151 removed that threshold for services, which caught a lot of founders and small-business owners off guard.

In practice, this means many consultancies, agencies, freelancers-turned-companies, and other service providers who never had to think about VAT now do. The registration window after you become liable is short — commonly cited as 30 days — so this isn't something to leave for the next slow week.

The confusing part for most owners isn't the rate, it's the mechanics: what counts as a taxable service, how to register with the Ghana Revenue Authority, and how VAT interacts with invoicing once you're registered. Every invoice needs to show it correctly, and your bookkeeping needs to track it separately from the start — retrofitting it later is much more painful than building it in from day one.
